Capias Lifted!

Former Constable, Joshua Mulligan has recently found himself the target of persistent scorn and harassment by fellow Constable David R. Kneller, who has developed a reputation among his peers as a “Blue Falcon.” Much of this harassment has taken place on Kneller’s Facebook page titled Pennsylvania Arrest Warrants, where Mulligan has repeatedly been subjected to public ridicule.

On April 13, 2023, the Pennsylvania State Police were notified about these ongoing issues and subsequently released an official statement regarding the matter.

More recently, on March 13, 2025, additional confusion arose surrounding the status of a warrant allegedly issued for Constable Mulligan. That day, the Luzerne County Sheriff’s Office was contacted, and Warrant Division Sergeant John Chaumpi confirmed that no active warrants for Mulligan were present in their system.

Despite this, the investigating Constable soon received calls from several other Constables who insisted the warrant was valid. In an effort to clarify, a second call was placed to the Luzerne County Sheriff’s Office. A deputy once again confirmed there was no active warrant for Joshua Mulligan on record.

Given these conflicting reports, the investigating Constable took an additional step and contacted Luzerne County Domestic Relations. There, Supervisor Joe Cotter verified that the warrant was indeed valid. Cotter explained that Domestic Relations maintains its own separate warrant system, which is not necessarily reflected in the Sheriff’s Office databases. Typically, the Sheriff’s Office checks national and state databases like NCIC and JNET, but Domestic Relations operates independently in this regard.

Upon learning this information, Joshua Mulligan—who had previously been unaware of any official warrant due to multiple conflicting statements from law enforcement agencies—personally contacted Domestic Relations. After doing so, the Capias was ultimately lifted.
